I was wondering whether this idea has been proposed before, but I never saw a mention of it. So the title is pretty self-explanatory, the 12 HotMs of that year are the automatic and only nominees (unless if someone won twice that year -unlikely-, but that user does not get multiple nominations for winning HotM more than once). Voting, I guess, would start on January 1st, after the 12th HotM of the previous year has been announced. For example, after someone win December of 2009, an Administrator would start up the page right after, on January 1st, 2010. This would be an award of greater prestige, and I got the idea from the People of the Year awards that magazines and other media outlets have have.
