So I very much doubt that we will see killing of UNSC Marines or ODSTs in any Halo game, except when you teamkill for that extra grenade/BR ammo/rockets.
And I don't think the Insurrectionists will become major enemies in a mainline numbered Halo game. This one is my personal opinion with nothing ot back it up, but I just doubt it will happen. They're exploring Chief's humanity, not making him even more of a cold-blooded killer.
BACK TO BEING ON TOPIC - I think the Locke trailer is what Locke tells his superiors what happened but the truth of the event is Chief's version of the story. Chief spares Locke's life, realising that killing him willnot help him at all, and that letting Locke go back to ONI and reporting a dead Chief will allow Locke to "complete his mission", and buy time for Chief to set out on his "mission [which] is just beginning."
