I agree. While the argument that the SPARTAN-II program was justified is a very valid one, the fact still stands that Halsey just isn't a good person in general.
No one is a good person, Doctor Halsey is really the only reason why Humanity in the Halo Universe is still in existence.

Well Halsey wouldn't have had to create the SPARTAN-II program if the UNSC had just agreed to colony independence. Which they still haven't.
So if your government agrees to let you have your independence it will lead to the extinction of humanity :) Halo is so educational. Good stuff!
Halsey wouldn't have had to create the Spartan-II program if the UEG had stayed strict on its screening for prospective colonists. But after the Inner Colonies were set up the UEG went lax. Because of that all sorts of criminals and people with anti-government sentiments migrated to the Outer Colonies relatively easily and bred a hatred of the UEG amongst the population throughout multiple generations which eventually led to Outer Colonists seeing Earth as an outside oppressor.
