Tactical Packages are gameplay enhancements featured in Halo 4. They are different from Armor Abilities in that that they are passive and cannot be exchanged for another during a life. Each one is unlocked and activated when selecting a custom loadout for the player before a match begins or during respawn time.

Through a modifying bypass of standard performance regulators, Shielding reinforces personal energy-shield emitters, resulting in a substantially higher shield-recharge rate. Full recharge time is reduced from 2 seconds to 1 second.
By alternating redundant magnetic streams at the rear of a Spartan's armor, Firepower allows players to carry two primary weapons simultaneously.
Allows unlimited sprint.
Increases the amount of XP earned by 20% for the time it is active during a match. Unlocked by completing the Pioneer Specialization.
Increases grenade carrying capacity by 1.
Allows the player to pick up grenades from dead bodies.
Allows the player to request new choices when a Personal Ordnance Drop is granted. Unlocked by completing the Tracker Specialization.
Increases the long-term durability of the player's vehicle and decreases the time it is immobilized by an EMP. Unlocked by completing the Operator Specialization.
Increased recharge rate for Armor Abilities.
Allows the player to retain full mobility despite taking fire. This Tactical Package was added in the August 19 Title Update and, as with the other content included in the update, cannot be used in Spartan Ops. It is currently only available to owners of the Champions Bundle, but 343 Industries has stated that this Tactical Package will be available to everyone on December 9.
