Tactical Packages are a gameplay enhancement introduced in Halo 4. They are different from Armor Abilities in the fact that they are passive and cannot be changed. Each one is unlocked and activated when selecting a custom loadout for the player before a match begins or during respawn time.

There are 9 Tactical Packages as follows:
(Note: In the in-game list of Tactical Packages, it says that there are 10. That is because there is the option to not have any Tactical Package, listed as none and counting as the 10th item in the list.)
Through a modifying bypass of standard performance regulators, the Shield Package reinforces personal energy-shield emitters, resulting in a substantially higher shield-recharge rate. After taking damage, players will notice their shields recharging at a quicker speed than others who have not opted for this package in their loadout.
By alternating redundant magnetic streams at the rear of a Spartan’s armor, the Firepower Package overrides regulated loadout limitations, allowing users to carry two primary weapons simultaneously. For players who prefer heavier or longer-ranged firepower over close-range versatility and speed, this package is typically considered imperative.
Allows unlimited sprint.
Fast-Track (unlocked by completing the Pioneer Specialization)
Allows the user to advance quicker in rank.
Increases grenade carrying capacity.
Pick up grenades from dead bodies.
Requisition (unlocked by completing the Tracker Specialization)
Allows player to “re-roll” an ordinance drop to see if they want new ordinance choices.
Wheelman (unlocked by completing the Operator Specialization)
Increases the long term durability of your vehicle as well as how it reacts to EMP charges.
Reduced recharge time for armor abilities.
