The "Superintendent" is a 2nd generation "dumb" AI and the Urban Infrastructure A.I. construct, in charge of making sure the city of New Mombasa's infrastructure runs smoothly.
After the First Battle of Earth and the Prophet of Regret's retreat, the Superintendent scanned the city for any lifesigns or activity, and later aided a young Rookie in evading Covenant foot patrols in the rubble of the city by activating lights and signs, leading him to safety.

This act has created speculation that he might act as a guide for the player in Halo 3: ODST, similar to how Cortana assisted the player throughout the Halo trilogy.
As seen during the E3 '09 demo, he seems to be both a help to the Rookie and an annoyance in fighting off the Covenant. This can be seen when, during the Dutch flashback, a Marine can be heard telling the Superintendent (shortening his name to "Super") to unlock the key pass on a terminal so you can activate the charges on the bridge you had just armed. He replies with his most familiar saying: "KEEP IT CLEAN! RESPECT PUBLIC PROPERTY!" As Dutch ascends the ladder to get to the terminal, the Superintendent is persuaded by the Marine to unlock the key pass on the terminal and let them destroy the bridge so that the Covenant wouldn't overrun the ONI Alpha Base they were protecting. After Dutch detonates the charges, the Superintendent humorously remarks: "BRIDGE TOLL ACCEPTED. HAVE A PLEASANT TRIP."
