Randall is a SPARTAN-II super soldier who may have been Killed In Action in 2532. However, Dr. Catherine Halsey considers him one of the few Spartans truly MIA.^[1] Some time after 2527 he caught a fellow Spartan Soren-066 and another man, named Partch, breaking into a lab on Reach. Being suspicous of their activities he escorted them outside to verify why they were there. Soren attacked Randall as they were leaving, and after a brief struggle, Partch shot him with a tranquilizer dart, knocking him out and allowing them to escape. Afterwards, Chief Petty Officer Franklin Mendez reported to Dr. Halsey that Randall was doing fine but was kicking himself for letting his guard down. Mendez said that he hadn't let it down much, he had done what he could, and it was good for him to go through something like that because it would make him a better soldier in the long run. Little else is known of him, except that he was not as sociable as Kurt-051.^[1]

A possible Halo 3: ODST easter egg has been interpreted as corresponding to Randall. The license plate reads "KMA 037R" which presumably stands for "Missing in Action, Randall-037". (Note that the "K" is commonplace in the plates and does not represent the word "killed")
