Navigation Command

Navigation Command, was a United Nations Space Command administrative organization. It is believed to be dedicated to dictating laws regarding the navigation of Human controlled craft throughout UNSC controlled space [1].
They transmitted the Cole Protocol to the fleet after the war with the Covenant began.
Fleet Admiral Ward was the Commanding Officer of NAVCOM.
