The Ministry of Concert^[1]was a Covenant political body that represents and settles the political interests of the lower caste members of the Covenant hierarchy, which includes the Grunts, Jackals and Drones.^[2]

It should be known that a former Minister of Concert was to eventually become the Prophet of Tolerance.^[3]
