Fleet Admiral J. Harper (Service Number: 07959-90021-JH)[1] was a Fleet Admiral of the UNSC Navy in 2552.
Biography
Battle of Earth

During the Battle of Earth, he commanded a fleet of UNSC Marathon-class heavy cruisers and frigates protecting Earth.[2] He commanded 8 cruisers, 67 frigates, and a number of fighters.[Note 1]
