Hadley was a Commander in the UNSC, and an ONI Agent^[1]. He assigned a UNSC Prowler to the Spartan-II Gray Team after the events at the Rubble, telling them they would be going further into enemy lines. He then offered a spot on an ONI Prowler to Ignatio Delgado, who had been having trouble with a hostile Navy recruiter.
