H.T. Ward was a Fleet Admiral of the United Nations Space Command Navy, and was the Commanding Officer of the Navigation Command.

Ward transmitted UNSC Emergency Priority Order 098831A-1, a directive for UNSC personnel to read General Order 098831A-1 (the "Cole Protocol"), to all UNSC personnel ^[1].
